March 18 to 22, Zhang Shaoqiu, deputy secretary of the Party Committee, led a delegation to Germany and signed a cooperation agreement with the German-Chinese Agricultural Vocational Training Center, with details of building a Sino-German Training Center of Agricultural, Husbandry Science and Technology. The delegation also visited the German School of Agricultural Engineering (DEULA) in Nienburg, Agricultural Training Center in Echem (LBZ Echem) and Ostasien Service GmbH.

    Sino-German Training Center will be established at Anqiu and Hanting training base of Shandong Vocational Animal Science and Veterinary College, referring to German dual-system training model in agriculture and combining the reality of China's vocational education. Training Center will conduct trainings for trainers , trainees and continuing education in the area of agriculture and animal husbandry. Partners from China and Germany will jointly develop professional teaching standards, curriculum standards and related teaching resources. A clause about researching and promoting key technologies in farm management is also included; jointly establish China and Germany. Moreover, a display platform for agricultural technology and products from both China and Germany will be set in the center.

    The German Ministry of Education and Research will provide support for this project for three years.
